ICN_Atlas first public release available

The first public release of ICN_Atlas (v1.0 r20180306) is finally available at https://www.nitrc.org/frs/?group_id=1241

Due to my clinical commitments it took much longer to turn a bunch of ugly-looking scripts into an SPM toolbox than originally anticipated, but finally, and after some serious debugging, it is here for you all.
